Merseyside Police will maximise opportunities for early intervention and prevention to deter escalation of antisocial behaviour wherever possible.

  • The full range of available tactics will be deployed, incorporating partnership capabilities and the use of legislative orders, to prevent the recurrence or escalation of antisocial behaviour.

Progress will be monitored through data presented at partnership meetings, supported by the consideration of diversionary activities, preventative orders, and holistic interventions.

By prioritising early intervention and preventative tactics, we aim for instances of antisocial behaviour to be reduced before they occur, with activity and outcomes reviewed quarterly at Merseyside Antisocial Behaviour Partnership meetings and monitored in force performance meetings.

  • Hotspot Policing will be maintained, with the same methodology across all operational areas, ensuring that it is delivered equally across the whole of the region.

Hotspot policing is embedded into daily business, and compliance levels will be sustained through established processes, aligning with current research demonstrating its impact on reducing antisocial behaviour.

Compliance will be reported quarterly to the Home Office, with monthly reviews taking place through internal governance structures.

  • Antisocial behaviour will remain a core factor in internal and external performance management, while encouraging partners to maintain effective ASB prevention pathways and deploying specialist resources within policing operations.

Partnership interventions will be reviewed during local Neighbourhood meetings, with best practice shared through the Merseyside Antisocial Behaviour Partnership.

Progress will be reviewed quarterly at Merseyside Antisocial Behaviour Partnership meetings.

  • Local and national best practice to identify opportunities for implementation across antisocial behaviour partnerships will take place. Discussions will be captured through agenda items at the Merseyside Antisocial Behaviour Partnership meetings and by recordings of presentations given.

This will be supported through attendance at national meetings, engagement with the College of Policing and ongoing CPD to maintain up‑to‑date knowledge of best practice.

The focus will be on ensuring the most effective use of resources to tackle ASB before it escalates, with progress and meeting attendance reviewed annually.
